It does a full install, you are layering complete installs on top of 
each other, which some say is a bad thing to do (I avoid it mainly out 
of superstition 8).

AFAIK, the only way to only incrementally download any changes which 
have been made is to track changes to the source using CVS, and build 
Moz yourself. I'd say this would be too much trouble to just save 
yourself a few bytes and minutes, if you're not going to be doing any 
Mozilla development. It would also probably cost more in terms of 
wearing out your hard drive from constantly rebuilding the app. 8)
