Think about it! If it was a function of printer drivers, do you really think we'd be talking about it? No. Obviously it's an application function on Win32 and *nix. The app lays out the document, then passes the layout metadata to the printer driver, which renders it to the device (the printer in this case). Now, some printer drivers come with a preview app which tends to be a little more accurate than an application's preview (because this is a copy of how the driver will render it to the device, while the app's preview is how it will render it to the driver), but that's a rarity.
