The practice is called filing a "RFE" (Request For an Enhancement). If if its specific to a particular system choose desired system. Otherwise choose "all" if you think it would be an advantage in all systems. For example I once place a RFE for a Location Bar in two pane mode for Mail & news so that people with small monitor's don't have to use the sidebar.
