The funny part is that on Gnome, the crappiest program lets you do this 
because they just use the default widgets which let you do this...

Filter-> Appropriate filtering criteria -> Perform this action-> Label 
this message.  You have 5 choices to label, and the choices and colors 
are controlled in Preferences.
