No Java with 0.9.9 Windows NT 4.0

Visit page with java applet (say http://www.javasoft.com).  Click to
download plug-in.  Download and install plug-in.  Browser window reports
success.  Restart Mozilla.  Visit page with Java applet.  No applet. 
Plug-in download icon still there.  What gives?
