The whole point of having it being able to be installed to the user directory is that most users don't(shouldn't) have write permissions to the installation directory of a global install and so can't install plugins there. It is still assumed that if one profile has a plugin installed than all profiles will want it. The point of it is not to allow users to selectively disable plugins in different profiles.
