Isn't this issue closely related to user interface performance?  If
all the windows lock when one is reflowing, that is a serious problem.
Faster performance is important, but being interactive is important
too.  Waiting _slightly_ longer is fine with me as long as I maintain
control while I wait.  Couldn't interruptible reflow be used to
service user interface events in a more responsive fashion?  The front
window could take reflow priority, and in each window the chrome would
take priority over the content.
