Are you sure it's not an issue with with way the site is styled, eg, making assumtions about installed fonts, default font sizes, size the browser window, differences in rendering between one and another? I often see frames looking bad because the web page authors made some assumptions, often of the nature: "It looked okay under IE 5.5 on my Windows box, so it'll look okay everywhere else."
