Well, I understand that this can be off-topic on Mozilla list, but:
I use Konqueror to print out a whole web site, and "Print to PDF" option in 
Print dialog.
It works ok on most sites.
In case web site doesn't fit 100% on printed page - you can add PostScript 
filter to printing queue, with options to reduce page size by xx%.
It should work ok as well, as PostScript is very flexible language.
