CSS 2 compliance

Hi everybody.

I was looking for text-shadow support and I've found the bug 10713 (http://bugzilla.mozilla.org/show_bug.cgi?id=10713) opened 1999-07-28 ! English is not my language but as far as I understand the comments, it's easy to do but not done more than 3 years after. Can someone explain me ?
