One thing that we'll run into quite quickly is that currently blocks 
can't pull lines from their next-in-flow --- that's only needed when 
content is deleted from a page (or column), which can't currently 
happen. Should be fairly easy to introduce that.

Also, nsColumnSetFrame will need to be treated as clear:both. I don't 
fancy trying to make it play nice with its enclosing space manager.
