How will you collect data for consistent, reproducible crasher pages that can't be accessed long enough to use the reporting tool?

Crashers are what talkback is for.

Hangs are harder, on the other hand. I'm not sure the tool handles hangs as it is now.

Crashers and Hangs _could_ be reportable by the web-form version, perhaps...though data would not be as work-with-able as a built-in-method...

Perhaps a persistant data collection, where if there is/was a hang we can pop-up a notice saying "Mozilla exited without notice while a page at: <url> was loading; Would you like to report this?"

A yes would pop-open the reporter tool with all fields entered, included that url. I am not sure how we would go about storing this information however.
