After flip-flopping on this a few times, I think we definitely need to make float frames be parented by the float containing block.
What do you mean by "float containing block" here? The containing block for a float in CSS is the closest block-level non-replaced ancestor, no? Changing that would break percentage-width floats, if nothing else...
