No. As you say, the English strings for the common parts are based on 
Mozilla's strings, so you could localise those. But the AIM etc. strings 
are the property of Netscape, and if their license says you can't 
localise them, then you can't. Unless your country has some sort of 
"fair use" style exceptions to this sort of law you could use.
