Yes. Section 4: "You may not copy, modify, sublicense, or distribute the Program except as expressly provided under this License."


Since the end user has the option to use the file under the GPL, would it be necessary to obtain permission from the initial developer for the license change?

Yes. You can't take a file and say "You can use this under my new license. Oh, you can use the old one as well if you want" without the copyright holder's permission.
