You may be project maintainer, but if you are not owner of the copy
rights of all parts of the project, you are not allowed to change the
licence. Only the owner of the copy right can do that, which is the
original author or someone he transferred his copy right to. Note that
this cannot be done implicitly, it must be in written form in the USA.
