That will exclude just about every distribution.
Sometimes a patch from a bug are integrated into dist packages, and sometimes due to policy, version changes can't be made, but specific bug fixes can.
It would be sad to exlude just about every linux distribution, (think BSD, and *nix also) that includes additional patches, even for configuration and compilation issues.
