Horizontal Bar Inserted at Top of HTML Email Sent

When sending html email from Netscape 6 a horizontal bar is automatically
inserted at the beginning of the BODY code.  It seems that the user has no
control over this.

As a designer for html email this restricts what I can do
with background images that tile.  This is very annoying and means that my
clients cannot use Netscape 6 to distribute my html email.

Any solutions apart from asking Netscape to fix it?
