The opening of windows is just a little slow. Eg: new email, new folder window. But then, changing a look of a window was fast- real fast! Otherwise there was some noticeable improvement in opening picture/table heavy pages, Some people may not notice either. But what was interesting is that I found NS4.7 gets faster on repeating an action, while MS18 kind of had flat performance.
