mozilla -P <profile> should work (see -help to get the list of
available options)
2)
offline capabilities development is happening as we speak. I've seen
many checkins in the last couple of weeks but I don't know how far along
it is. Perhaps reading up some in this newsgroup and in
bugzilla.mozilla.org will tell you more.
