I'd recommend reading Scott Putterman's weekly Mozilla Mail/News status reports to keep up to date on what's happening with offline support. When pieces of offline support are ready for testing, I'll announce it in this group.
offline capabilities development is happening as we speak. I've seen many checkins in the last couple of weeks but I don't know how far along it is. Perhaps reading up some in this newsgroup and in bugzilla.mozilla.org will tell you more.
