But the collection happens without UI (OK, there might be a pref). If
there is some kind of import allowed, that's PSM's job. Same for
management (deletion, display) of them.

This is a property of the cert, and it's PSM's responsibility to display
that, not that of Mailnews. OK, Mailnews will have to call the "display
cert" function.
I'm assuming that you don't want to show the cert chain directly in the
msg window.
