BTW: This is exactly what OE does. But IMO not a feature we need to copy.

Why don't we just call it "Check mail at startup" (and make it do just
that)?

Right.
So, if we select the INBOX of the default account at startup, and turn
off "Check new mail at startup" by default, we have what the users want,
not?
I guess (as argued in the bug already) that most POP users don't always
want to check mail at startup. Those that do want that can check the
pref. I think, that's the way it is in any conventional mailer.

I am not so sure with that opinion of mine. (It was my proposal, IIRC.)
