Inconsistent wording in prefs panels

There are significant inconsistencies in the wording of pref panel
titles between the Preferences dialog and the Account Manager dialog. 
In the Preferences dialog, the word "Settings" is never used in the
title (the top right box).  In the Account Manaager, the word "Settings"
is always used.

Which spec is wrong?  Should the word "Settings" be always used or never
used?
