I think it is useful to use the word `preferences' consistently for
those options which apply to mail/news in general, and the word
`settings' consistently for those options which apply to individual
accounts in particular.

Ultimately, the global options and the per-account options should be
available from a single mail/news-specific dialog. It doesn't make much
sense to be presented with options for an HTML editor, or a chat client,
when you're trying to change options for your e-mail program; but nor
does it make sense to force the user to flick between two dialogs, when
they are unsure of which options are global and which options apply to a
particular account.

When that happens, flagging which options are global and which options
are account-specific will be even more important, and vocabulary is one
way of doing that.
