I think the bug you're looking for is this one:

Providing simple MAPI support in Mozilla would allow other apps to 
interact with mozilla mail including responding to mailto: links.

It may be possible to set mozilla as the handler for mailto: links 
without any mapi support but many apps use MAPI to interact with the mailer.
