It shouldn't be. There is no need to. Instead, the date should be
displayed in the format specified by the platform -- in the `Regional
Settings' control panel on Windows, and the `Date & Time' control panel
on Mac OS.
This setting already defaults to a suitable localized format, while also
allowing the user to customize the format to one which suits them. No
need to simultaneously reinvent the wheel *and* go against the user's
wishes, now is there?

That depends on how wide the Date column in a particular tree happens to
be at the time. Date display should use the longest format (of those
specified in the control panel) which will comfortably fit in the column
at the user's chosen size for it. If the column is narrow, I get
`2001-04-18 7:07 AM'. If it's wider, I get `Wed, 18 April 2001, 7:07
AM'. And if it's really wide, I get `Wednesday, 18 April 2001, 7:07 AM'.
