There are a million messages posted each day, that works out to about
12 per second, if everyone used the same method of creating the
message-id (based upon the local clock) and the same domain, the
chances of dupes with even two "random" characters would be almost
acceptably low (particularly given the likely result of such a
duplicate being rejection by the server).

Not something you'd really want to rely upon for a standard, but given
the actual situation (dozens of methods, thousands of different
domains) duplicates aren't really a problem.
