GnuPG is under the GPL, but you can interface with it using stdio. Thus, 
you can legally use GnuPG with a Mozilla frontend. There's also a 
library, whose licence was altered exactly to allow Mozilla to use it.

If mozilla.org binaries ship with gpg is another, much less important 
matter. Also, compare Talkback and Java, which both have licenses other 
than the MPL, yet Mozilla has support for them.
