First sentence of bug: "Many dialogs and alerts in Mozilla are using an icon of a
question mark inside a
speech bubble."
The question mark we speak here about is not in a dialog. We are
speaking about the icon in the upper right of the message pane, which
indicated in 4.x, if the message if encrypted or signed.
IIRC, in 4.x, it contains an exclamation mark for self-signed certs (and
additionally popped up an alert). This should be changed to a question
mark in order to show that the validity of the cert is unknown, not invalid.

4.x showed the alert for self-signed certs to notify the user that the
cert is not signed by known "trusted" CA. Read the thread back for the
implications (and non-implications).
