You don't have to read his mind, you just have to look

It says public because it's public. Everyone has access
to it, it's not an internal, private Netscape group.

There are plans to move all of the n.p.m.* groups over
to their own mozilla.* hierarchy in a mass renaming,
but progress has been glacial so far. Hopefully that'll
remove some of the confusion.

None of us here are public relations people, AFAIK.
Some people here are Netscape employees, others are
Mozilla.org employes, some work for other companies
contributing manpower to the Mozilla project (like Red
Hat and IBM), and many are individual volunteers
working on it in their spare time. Mozilla's "users" are
distros like Netscape and Beonex. People who use
builds provided directly by Mozilla are testers.
