Yes it does not.

Because Netscape is based on mozilla and Mozilla didn't have this 
feature until recently (and that too its not entirely bugfree)

I guess it wasn't high priority (one reason being it works only on 1 
platform, Windows)

Whats wrong with mozilla? What errors are you getting. Use a nightly for 
the feature. Moz 0.9.8 doesn't have it. Also Mozilla does not have 
nsnotify type separate applocation but a systray icon when there is new 
mail.

You can get the latest nightly from 
ftp.mozilla.org/pub/mozilla/nightly/latest/. See 
http://www.mozillazine.org/build_comments/ to keep a track on 'good 
nightlies'.
