You can't have installed it correctly. Try using the install feature on the download page instead of the download link.
From there you can go into Edit - preferences - mail news - message composition. and check the Check spelling before sending box. Also - on the new message toolbar there should be a new check spelling button the same as in Netscape 6. Once it is installed correctly all this should be available to you.
