This local folder is in fact extremely useful. Indeed, it is often needed to have an entity that is not linked to an email (POP or IMAP) account. This way you can use this entity (the local folder) to store/filter relevant mails without bothering your IMAP or POP (with keep messages on server) server, and with the possibility to ask for "get all new messages" without an error.
