I don't think that discoverability of features should add to the UI 
(additional dialog boxes do add to the UI), but I nevertheless agree. 
Client-side receipts are useless, if the not the majority of users at 
least *knows* that they are being requested. The Ask dialog box ensures 
that.

I agree also that we should ask first before sending them, by default.
