Well, that is a bit of a confusion what is meant by "user". In the parlance of RFC eggheads this means developers of internet communication systems, or "senders" and their environment in general. For regular folks sitting before a mail client there is scarcely an option for inserting header fields - which nobody really would enjoy to do(?).
