It's a selector:  for message of the type text/HTML, render as. . . .  A 
plain text message is still gonna render as a plain text message, regardless 
of the setting.

Perhaps it's misleading, since it seems to assume that incoming messages 
will be text/HTML, but you are, AFAIK, the first person to have a problem 
with this, which would suggest that most people /do/ find it sensible even 
if it isn't entirely logical.
