Yes, from the day Classic theme was included into OS/2 build. Actually,
contrary to you, I beleived it's a bug that everyone has, so I thought
it shouldn't be reported. :) The blue outline shows up only in Classic
theme, but that might be becaouse the other two themes are allready
blue so the outline is hidden.
