Erm.  Or okay, it's moved now, but was by Alphanumerica; and can be 
found at: http://chameleon.mozdev.org/

I had tried using the very first release and couldn't really do much 
in the way of editing, but that was quite a while ago, too.

But then again, if for no other reason, this program lets you see how 
nice and extensible Mozilla really is, as Moz will download Chameleon 
(the theme builder) and install it, actually running it from within 
Mozilla itself.

If they've made improvements on Chameleon, then it seems a far more 
palatable way of making themes than hand-coding.  (Okay, sometimes I 
get incredibly lazy).
