Way back when, John Fairhurst and I found that rc was a headache because
of the multiple versions with different behavior, which makes it very
hard to write rules without testing for version and accommodating all
the variants. So we decided it would be best to treat the version that
came with Warp and its fixpaks as the lowest common denominator and
write the rules for it.

I have a 5.00.004 from the toolkit first in my path (contrary to the
above). It doesn't have that problem (which may be why I switched to
it):
rc -n -x2 -I . -r ../../../../../gfx/src/os2/res/gfxres.rc gfxres.res
RC is creating binary resource file GFXRES.RES
