Mozilla is 4.*-friendly so that's not likely the cause of the problem.
Otherwise, more questions than answers...
Any record of the failure in popuplog.os2?
What Warp version/fixpak are you running?
What country/language setting?
What graphics card and resolution?
Are you starting it from a commandline window and, if so, do you get any
output?
Have you tried running it with options, e.g. "mozilla -ProfileManager"?
("mozilla -help" will list them)
Have you tried feeding mozilla.exe and its DLLs to a utility such as ldd
or chkdll32 to ensure libraries can be found?
