Can't get Mozilla to work

I am getting very frustrated.

Mozilla's latest build as well as .9 will not run on my system for some
reason every time I try to run it  (from command line by typing mozilla) I
get a SYS2070.

Am I doing something wrong? How can I get it to work? Old builds used to run
just fine it is only the new builds which don't work.
