A couple of times when I asked for a download, the OS/2 file
dialog told me that I already *had* a file of that name in my
target directory.  When I used the OS/2 file dialog to CHANGE
the name of the file-as-stored (for instance, by appending '2'
to the name), the Mozilla/2 download completed __quickly__.
[I was already holding down <shift> while clicking on the URL.]

What I believe happened was that Mozilla looked in its cache
for a file of the original name, and just copied to the new
name from the Mozilla cache.  How, in this kind of a situation,
(I believe the site I was trying to download from had *updated*
the file since my previous download), can I __force__ Mozilla
to do a download to the new name ?  Is going into preferences,
and clearing the caches, the only way ?
