Not true for the language packs. I've tested both the German (Austrian)
and Italian, and they install/run fine. One person reported that the
German installed fine but didn't show up in Preferences or under View;
we determined that for some unknown reason his
bin/chrome/all-locales.rdf hadn't been updated. Manually dropping in one
from a successful installation got it working.
