How about going one step further with this.  I would like to be able to
enter a list of sites that I will permit to run JS and refuse to run it
for any other site.  To make this general the list could be either a
list of permitted sites or excluded sites.  There is only a few sites I
visit that I absolutely must enable JS for and I would thus prefer to
use this as a permitted list.  Others might want to only list those
sites they visit that behave badly as excluded.

There is precedence for such a list in the area of proxy service, so the
general code to maintain such a list should be available.  You might
want to also make a similar feature available for Java support. Given
the possiblilites of abuse I like to control such things and the current
requirement of going to the preferences is inconvenient.
