How do you mean "doesn't accept input"? Can't type in it, or nothing
happens when you hit Enter or click on Open? Is the dropdownlist in both
places empty?
Make sure you don't have "Work Offline" selected; that kills their
functionality. Also that the Navigator->History settings under
Edit->Preferences aren't '0'.
You might also try deleting history.dat in your profile directory.
