Not that I agree with it, but the reason seems to be:  to allow the
data to come in,  while "where to put it" is still being determined.

I would be in favor of Mozilla downloading to the current
"browser.download.directory", instead of to a temporary directory.


I find it somewhat disconcerting that sometimes, when I click 'OK'
in the (save-to) file dialog, the system is busy for a fraction of
a second, and then nothing more happens.  (Apparently, the actual
transport had finished while the dialog was still being shown, and
all that remained to be done was the final placement of the file.)

If Mozilla had the smarts, one situation where fetching to a temporary
directory could quicken things is if there is ALREADY a file by that
name in the destination directory.  The transport (download) could go
ahead while the user figures out what he wants done with which version
of the file.
