Seemed to me that's normal on the first screen that opens.
By the way, on that initial screen the options were on the LEFT.
(I have only one clickable option shown there on the left.
When I click on it, the text area gets filled with information.)

No such problem here. I can click on (and see) 'help' in the
security manager, the tabs at the top (in the security manager),
or elsewhere in the WPS. No hangs, no crashes, everything o.k.

p.s. The security manager shows the Netscape logo (throbber?),
not the Mozilla one. Quaint.
pps. Don't normally use IBM Web Browser. When I tried it just
now, it opened 'about' windows & perhaps some other windows
on top of existing windows (not cascaded). Grrr.
