No quicklaunch is disabled ofcourse.

It loads uncached and with quicklaunch disabled in 3 seconds flat. (2xAthlon/Adaptec 
29160)

Load time has always been a major problem under OS/2, and since IBM is avoiding
us and this particular bug, i'd guess that its a problem within OS/2 itself and IBM is
not willing to fix it.

I dont see why applications under windoze should load 4 times faster than under OS/2
on the same machine. I'm sure there is an explanation for this.
