On numerous download occasions, the "transfer rate" displayed
by the 'Saving File' pop-up starts at an unrealistically high
value, then gradually declines to the actual average value.

Mozilla performs downloads into a temporary directory, allowing
the actual transfer to start before the final destination has
been determined (via a 'File' dialog).  I suspect that with the
'Saving File' pop-up "transfer rate" value, the numerator is the
actual number of bytes transferred, while the denominator is the
amount of time since the 'Saving File' pop-up came up on screen.
Because it is possible for the showing of the 'Saving File' pop-up
to be delayed, IMHO what instead should be used for the "transfer
rate" denominator is the time since the byte transfer started.
